Jasem Yaqoub Sultan Al-Besara (born 25 October 1953 in Kuwait City) is a former Kuwaiti footballer. He played from 1972 until 1982, and scored 34 goals for his team.

Sultan played for the Kuwait national football team at the 1980 Summer Olympics^[1] and the 1982 FIFA World Cup.^[2]
